In a move inspired by Scandinavian models, France is preparing to send a national survival manual to every household by this summer, according to Europe 1.

The upcoming 20-page guide will offer essential advice to help citizens prepare for major emergencies, including armed conflicts, natural disasters, or future health crises. Mirroring similar initiatives in Sweden and Finland, the manual aims to equip the French population with practical steps to stay safe and self-sufficient if disaster strikes.
How French households should prepare for emergencies
The manual will recommend that every home stores at least six litres of bottled water, a supply of non-perishable food, and emergency items such as batteries, a torch, and key medical basics including paracetamol, compresses, and saline solution. The focus is to prepare people to live independently for several days should normal services be disrupted.
The manual will also explain how to build a survival kit and how to react depending on the type of alert. It will provide clear guidance on emergency contacts and the right steps to take in different crisis scenarios, from natural disasters to public health emergencies. Finally, the booklet will encourage citizens to take part in national efforts, whether supporting the armed forces or contributing to local civil protection networks.
Currently, the guide is awaiting final approval from Prime Minister François Bayrou, according to Europe 1. Once validated, it will mark a notable shift in France’s approach to national security, echoing broader European efforts to reinforce public resilience amid rising global tensions.
